But it’s far from straightforward. Starlink’s expansion has hit a roadblock amid debates over how spectrum should be allocated.

Reliance Jio, owned by Indian billionaire Mukesh Ambani, has voiced strong opposition, insisting spectrum be auctioned. In contrast, Musk, and notably the Indian government, favour direct spectrum assignment, arguing it will speed up connectivity rollout. Modi’s meeting with Musk also reflects India’s deepening collaboration with the United States in space exploration. In 2023, India joined the U.S. Artemis Accords, committing to shared principles for space missions, including lunar exploration. Musk’s SpaceX, a global leader in satellite launches, is central to such efforts, with its Starlink network already providing internet services to underserved regions worldwide.

While Musk’s high-profile meeting with Modi drew global attention, not everyone was impressed. U.S. Democratic Senator Chris Murphy criticised the Tesla CEO, accusing him of “acting like a government official” to secure business deals rather than focusing on American interests.

President Donald Trump, who Modi also met during his U.S. visit, commented on the controversy, saying he would “address the matter with Musk directly” later that day. The political scrutiny highlights the delicate balance Elon Musk navigates between his business ventures and global diplomatic relations.
