Kyivstar And Starlink To Provide Direct-To-Cell Service In Ukraine

Ukrainian telecoms company Kyivstar is teaming up with Starlink to give its users direct-to-cell connection via satellite. A recent update from Kyivstar gives some insight into this partnership and how it’ll benefit their customers. Starlink has been in the Ukrainian market as a satellite ISP since the Russian broad-scale invasion of the country in 2022.

Kyivstar and Starlink Ensuring a Stable Cellular Connection Despite the War

Russian forces have made cellular towers in high-conflict areas one of their main targets. This vile action leaves the residents of Ukraine directly affected by this war out of network service.

Since 2022 Starlink has been providing internet connections for residents of Ukraine via their satellites. However, cellular connections in Ukraine have remained a challenge, as Starlink’s coverage doesn’t impact cellular connection. The development of direct-to-cell technology since the broad-scale invasion has opened a new route for communications for both personnel (including civilian volunteers) and those caught up in both the front-line fighting and the consequences of Russian missile attacks.

Now, Kyivstar and their parent company Veon Group have struck a deal with Starlink to use their satellites to ensure local direct-to-cell coverage. In a post on X, Kyivstar points out that “direct-to-cell technology is a long-term investment in the development of communication in Ukraine.”

When To Expect Direct-To-Cell Connectivity From Kyivstar and Starlink In Ukraine

It will take a while to see direct-to-cell become a reality in Ukraine. Both Kyivstar and Starlink will need to work on hardware and software-related elements to make this partnership a success.

In 2025, Kyivstar will start working on this large-scale project, with plans to unveil its first results by the 4Q2025. By 2026, the firm will add voice and data to the direct-to-cell technology offerings for their customers. In the midst of all of this, Veon Group’s $1 billion investment towards restoring Ukraine’s digital infrastructure will be put towards ensuring stable cellular connection within the region.
